Car was stolen from a legit parking spot. During the tow, they broke the fuel line. So not only did I have to pay $400 (1996 dollars) to get it out, I had to pay for a tow truck to haul out my now-broken car. PITA.   This really sucks, I’ve been there more than I’d like to admit. Curious why you didn’t just pay your registration though...your lack of a permanent address is kinda irrelevant. No matter what, the Jeep is still registered to your previous/current address. It’s not like the registered address just goes blank if you don’t pay your tags. Regarding smog, they give you a month to get a smog test once you pay the fees, and temporary tags until then.
